What would cause a 1987 Volvo 244 keep running with the key out of the ignition?

This car was subjected to a flash flood in which the water rose to about the level of the glove box. The car seemed ok except for the fuel pump would not run. I got a new ECU and now the pump works wonderful but when I went to shut the car off and take the key out, everything was still running! I had to pull the battery cable off of the car to shut it off.
IDEAS??
so what do i do to fix that? anyone know?

i have seen quite a few flood damaged cars and trucks and my best advice is if salt [sea water] water
entered the vehicles electrical system. forget about it, you are done. move on.
if it was fresh water without any trace of farm fertilizers you may be o.k. after extensive cleaning and drying out.
quite possibly the ignition switch has filled with water this can be tested by unplugging switch while car is running [if car dies when unplugged replace the switch] while switch is removed from lock cylinder give the lock mechanism a good dose of w.d.-40 to prevent future troubles.
if engine continued to run expect a water filled fuel pump relay [this relay also powers up the computer]
all electrical ground points should be serviced and then coated with paint. while your starter and alternator may be working at the moment they wont last long.
1987 volvo engine wiring harness insulation falls off on it’s own just replace the whole harness with one from ipd usa [the price for this has dropped dramatically over the years]
